Restructure & Recruitment of the Department of Works, Papua New Guinea.

Project Description:

This project has been one of Zimcare Limited’s biggest nationwide project thus far. The Department of Work went through a restructure and major recruitment program under a “spill in – fill in” approach. Bottom structure positions were being applied for internally, whilst the top structure positions were out on the open market. Zimcare was able to complete the preselection and screening in less than 2 months. The approach used was wireless, online, automated and paperless.

Project Objectives:

Restructure & Recruitment: Develop and Pioneer the use of “COMPETENCY BASED MATRIX SYSTEM” to conduct the Recruitment Process of DOW - pre-selection Screening, Short listing, Referee Checks, Interview, Selection & Appointment.

Key Sections, Stages and Components of Work:

Component 1. Conduct the recruitment of the 60 Top Structure Position (Grades 17 – 19).

  • Screened 788 applications for 60 top structure positions

  • Process Shortlist, conduct referee checks, arranged and conduct interviews and process reports to guide the selection

  • Work with DPM to facilitate the process of selection and assist with the appointment to ensure the process comply at all stages.

  • Drafting of contract aligning to KPI, KRA and KA of the DOW corporate plan and synchronize performance management and appraisal system.

  • Created an automatic screening and shortlisting system to process massive volume of selection and recruitment data effectively.

Component 2. Conduct the recruitment of the 1424 Bottom Structure Positions.

  • Screen more than 7000 applications for 1424 bottom structure positions (grades 6 – 16)

  • Shortlisting report

  • Referee checks and authentication checks

  • Interviews, interview matrix and reports

  • Selection reports

  • Appointments.

  • Process Shortlist, conduct referee checks, arranged and conduct interviews and process report for all positions right across the country for the selection and appointment

  • Work with DPM to facilitate the process of selection and assist with the appointment apart from writing all selection report for DPM’s approval.

Component 3. HR System, Training & Development, Performance Management & Appraisal and Duty Statements, Personal files and Job Descriptions.

  • Assist in setting up DOW HR baseline data

  • Set the work on DOW training needs analysis

  • Assist develop DOW Training Policy

  • Set up the Performance Appraisal Management and KPT Synchronization

  • Developed and administer the KPT synchronization char
